WOW APPRECIATES THE GOOD MEN AND WOMEN OF THE ATLANTA POLICE DEPARTMENT. WE THANK YOU FOR RISKING YOUR LIVES FOR OUR SAFETY. WOW's main focus is to decrease crime in metro Atlanta. We believe that community involvement is key to this process. Only by working with the police can we keep our neighborhoods safe. We have to assist the APD in identifying the officers that work against progress in our community. We believe that corrupt officers taint the process of law enforcement thus preventing good officers from being effective in their roles as law enforcers. We agree with Vernon Kennan, Director of Georgia Bureau of Investigation, when he said, “The community deserves a full accounting of the actions of police...” STRATEGIES FOR DETERING POLICE MISCONDUCT IN METRO ATLANTA 1. Write your local police precinct addressing all correspondence to the Major or the highest ranking officer. Discuss in writing any issues or concerns you may have about an officer, any inappropriate incidents you may have witnessed or been a victim of, poor response times, lack of police presence or recurring crimes in your neighborhood. COMMANDER NAMES AND ADDRESSES FOR ALL APD ZONES ARE LISTED BELOW. 2. Allow 30-60 days for a response. 3. If you are not satisfied with the response given, write the Office of Professional Standards at 950 Joseph E. Lowery Blvd, NW, Atlanta, Georgia 30318. Remember all written issues must go through the local precinct first before writing the OPS. 4. We suggest that you send all mail certified/return receipt requested by U. S. Mail and keep copies of all correspondence with the return receipt stamps. 5. If you are STILL not satisfied with the results, read the following:
Federal Civil Enforcement "Police Misconduct Provision" This law makes it unlawful for State or local law enforcement officers to engage in a pattern or practice of conduct that deprives persons of rights protected by the Constitution or laws of the United States. (42 U.S.C. § 14141). The types of conduct covered by this law can include, among other things, excessive force, discriminatory harassment, false arrests, coercive sexual conduct, and unlawful stops, searches or arrests. In order to be covered by this law, the misconduct must constitute a "pattern or practice" -- it may not simply be an isolated incident. The Department of Justice must be able to show in court that the agency has an unlawful policy or that the incidents constituted a pattern of unlawful conduct. However, unlike the other civil laws discussed below, DOJ does not have to show that discrimination has occurred in order to prove a pattern or practice of misconduct.
